The Provincial Road Development Authority and its functions were expanded in 1990, when the Provincial council was established in the country with the devolution of power act under the 13th amendment to the constitution. The authority covers the 3 districts of Central Province, Sri Lanka, namely Kandy, Matale and Nuwara Eliya
